The legislation, the Summer Jobs Stimulus Act of 2008-- S. 2755, authorizes $1 billion for youth activities under the Workforce Investment Act (WIA). |

Organized Communities, Stronger Schools: A Preview of Research Findings (March 2008)

Findings from a landmark six-year study by the Community Involvement Program of the Annenberg Institute for School Reform reveal that sophisticated community organizing at the grassroots level produces major improvements in student achievement. The study uncovered strong and consistent evidence that indicates effective organizing: contributes to higher attendance rates and test scores and increased graduation rates and college-going aspirations; fosters school-community relationships, parental involvement and engagement in schools; and, stimulates important changes in policy, practices and resource distribution that expand capacity and equity in traditionally underserved communities. The study's authors also argue that effective organizing groups achieve impact through a combination of system-level advocacy and school- or community-based activity. As a result of continued and consistent parental, youth and community engagement, improvements have been both generated and sustained. In addition to educational change, organizing groups contribute to the development of new civic capacity, as adults and youths report higher goals and expectations for themselves and their families after participating in community organizing groups. Disconnected Youth: Federal Action Could Address Some of the Challenges Faced by Local Programs That Reconnect Youth to Education and Employment (Feb 2008)

While most young people successfully transition to adulthood, a significant number of youth are disconnected from school and employment. These youth are more likely than others to engage in crime, become incarcerated, and rely on public systems of support. Several federal agencies oversee a number of programs and grants that assist local programs in serving this population at the local level. GAO reviewed the following: (1) characteristics of locally operated programs that serve disconnected youth, (2) the key elements of locally operated programs to which directors attribute their success in reconnecting youth to education and employment, and (3) challenges involved in operating these programs and how federal agencies are helping to address these challenges. GAO interviewed officials from four federal agencies, experts, and directors of 39 local programs identified by agencies and experts as helping youth meet educational and employment goals.

This 2007 Federal Advisory Committee on Juvenile Justice Annual Recommendations Report to the President and Congress of the United States is the committee's fourth annual report and outlines critical concerns and issues identified by FACJJ members and their state SAGs. It contains 15 recommendations that illustrate why juvenile justice must remain a national priority and emphasizes the importance of reauthorizing the JJDP Act. The recommendations were developed using questionnaire responses from SAGs from 47 states and territories, which identified their states' primary juvenile justice concerns. |
