NYEC & CLASP NCLB Recommendations - Sept. 2007

On September 11, NYEC and the Center for Law and Social Policy (CLASP) issued "Recommendations to Improve No Child Left Behind for Struggling Students and Disconnected Youth" by Rhonda Tsoi-A-Fatt, Linda Harris, Mala Thakur, and Jonathan Larsen. Every day, an estimated 2,500 students across the nation drop out of high school. While the No Child Left Behind Act (NCLB) has succeeded in bringing to light the disparities that exist in our education system, it has failed to shine a light and provide solutions to the pressing problem of high school dropouts. These recommendations--by CLASP and the National Youth Employment Coalition--focus on how the resources in NCLB can be used to ensure that these youth have access to systems, support, and funding to attain a viable education that prepares them for future learning opportunities and the world of work. 8 pages.

What Matters for Staying On-Track and Graduating in Chicago Public Schools

In this research report, CCSR authors Elaine Allensworth and John Q. Easton look into the elements of course performance that predict whether students will graduate and suggest what schools and families can do to keep more teens in school. Building on earlier CCSR research of ā??on-track indicatorsā?Ģ that demonstrated a connection between failing freshman classes and dropping out, the authors found that a number of freshman-year factors can be used to predict high school graduation such as grades and attendance. The authors also examine how school practices affect studentsā?? grades, failure rates and attendance. Students' grades and attendance are particularly better than expected in schools characterized by two featuresā??supportive relationships between teachers and students, and a perception among students that the work they are doing in high school is preparing them for the future. This policy brief examines how some states and districts are currently easing the transition into high school for students. Initiatives in Indiana; Chicago, IL; Philadelphia, PA; Virginia; Georgia; Minnesota; California; New York; and South Carolina are described. Some of these initiatives include statewide longitudinal data systems, Talent Development high school model, graduation coaching, small learning communities, dropout prevention, career guidance, and Career Academies. Vulnerable Youth: Background and Policies (April, 2007)

This report first provides an overview of the youth population and the increasing complexity of transitioning to adulthood for all adolescents. It also provides a separate discussion of the concept of disconnectedness, as well as the protective
factors youth can develop during childhood and adolescence that can mitigate poor outcomes. Further, the report describes the evolution of federal youth policy, focusing on three time periods, and provides a brief overview of current federal programs targeted at vulnerable youth. The report then discusses the challenges of coordinating federal programs for youth, as well as federal legislation and initiatives that promote coordination among federal agencies and support programs with a positive youth development focus.
