- NYEC’s Youth Days Will Take Place September 11-13. Time is running out to register! NYEC is inviting practitioners, community and organization leaders, and young people to join us in Washington, DC to advocate for Opportunity Youth at the federal level! This year’s event features a dynamic mix of virtual preparation and in-person interaction in Washington, DC. The virtual advocacy training sessions begin this month, so reserve your spot now! - NYEC Encourages Members to Educate their Members of Congress about the Importance of Investing in Opportunity Youth: As we shared last week, the House Appropriations Committee advanced its Labor, Health and Human Services, Education, and Related Agencies bill, which includes many federal programs of importance to NYEC. If enacted, the bill would significantly cut or eliminate crucial federal programs that support opportunity youth. The bill proposes to eliminate WIOA Youth funding and cut Apprenticeship and the Reentry Employment Opportunities program by nearly 50 percent. Now is the time to contact your members of Congress to share why it’s crucial to robustly invest in programs that support opportunity youth. You can find an email/call template here. Legislative Branch:
- Senator Ed Markey (D-MA) Introduced a Bill to Amend the Workforce Innovation and Opportunity Act to Address the Economic and Workforce Impacts of Substance Use Disorder: The bill intends to enhance employment opportunities for workers recovering from substance abuse disorder and support communities impacted by high rates of substance use. The Workforce Opportunities for Communities in Recovery Act would provide peer support services, mentorship and substance abuse treatment to program participants. The bill has been referred to the Senate Committee on Health, Education, Labor and Pensions.
- Senator Laphonza Butler (D-CA) Introduces a Bill to Establish a Pilot Program to Address Behavioral Health Needs Among Children, Adolescents, and Young Adults: Alongside Senator Lisa Murkowski (R-AK) as cosponsor, the bill aims to create a program to serve mental health needs for young adults. The bill has been referred to the Senate Committee on Health, Education, Labor and Pensions.
- Senator Jacky Rosen (D-NV) Introduces a Bill to Establish a Grant Program Within the Department of Labor for Apprenticeship Programs in Cybersecurity: Alongside Senator Marsha Blackburn (R-TN) as cosponsor, the bill will create a grant program within the Department of Labor to support the creation, implementation and expansion of a registered cybersecurity apprenticeship program. The apprenticeship program would provide the skills necessary for workers to gain high quality jobs in the cybersecurity industry. The bill has been referred to the Senate Committee on Health, Education, Labor and Pensions.
- Representative Juan Ciscomani (R-AZ) Introduces a Bill to Direct the Secretary of Housing and Urban Development to Establish a Program to Develop Affordable Housing in Areas With Significant Workforce Expansion: Alongside Representative Wiley Nickel (D-NC) as a cosponsor, the legislation will create a demonstration program for developing affordable housing in areas with significant workforce growth. The bill has been referred to the House Appropriations Committee and the House Committee on Financial Services.
Executive Branch:
- White House Issues Press Release on How Investing in Equity Fosters the Goals of Investing in America: The press release details how investing in historically left-behind communities has a significant, long-lasting positive impact on workers and the economy. Racial and economic inequality have high economic cost; an estimated $1.15 trillion in GDP could have been generated in 2019 if racial earning gaps were eliminated. The economy has progressed in this regard, with Black unemployment hitting a record low in April 2023. Investing in geographic inequality can also foster economic opportunity. For example, the economic benefits of policies that add jobs in targeted places are at least 60 percent greater in “distressed” regions than in “booming” ones. To this end, Investing in America and the Inflation Reduction Act focus on communities reliant on fossil fuels for clean energy investments.
- The Biden-Harris Administration Awards $45.1 Million in Grants to Expand Mental Health and Substance Use Services: The funding will provide opportunities to underserved populations, individuals in recovery and communities impacted by substance abuse disorders. $15.3 million of the funding will go to children and youth specifically. The funding will support programs that enhance employment for adults with mental illness, provide services for at-risk youth, and assist reentry services.
- The Housing and Urban Development Department Awards $3.4 Million in Grants to Public Housing Authorities to Prevent Homelessness Among Youth Exiting Foster Care: The Housing and Urban Development Department has awarded $3.4 million in funding to 38 public housing agencies to provide housing assistance to young adults transitioning out of foster care who are at risk of homelessness. The funding will be awarded through HUD’s Foster Youth to Independence (FYI) Initiative.
Federal Funding Opportunities
- The Department of Health and Human Services Seeks Funding Applicants for a Rehabilitation Research and Training Center on Employment Policy: The Department of Health and Human Services seeks to fund an RRTC, which aims to improve the effectiveness of services authorized under the Rehabilitation Act through well-designed research, training, and technical assistance regarding the effectiveness of public policy on disabled peoples’ employment outcomes. The application due date is April 24, 2025.
- The Department of Health and Human Services Seeks Funding Applicants for Relationships, Education, Advancement, and Development for Youth for Life (READY4Life) Grants: The Department of Health and Human Services solicits applications for the competitive grants that support healthy relationship education activities which include parenting and career advancement activities. READY4Life will target projects that provide skills for young parents, including financial management, and parenting. The application due date is May 1st, 2025.
- The Department of Commerce Seeks Grant Applications for the Fiscal Year 2024 Good Jobs Challenge: The Economic Development Administration aims to support workforce training systems in establishing sectoral partnerships and placing program participants in high-quality jobs in advanced industries. Applications are due September 27th, 2024.
From The States:
- Florida: Amidst a heat advisory covering much of Central and Southwest Florida, Tampa Bay area Congresswoman Kathy Castor called for federal action to protect outdoor workers from the dangers of extreme heat. With nearly half a million Floridians working in outdoor jobs, Castor urged the Occupational Safety and Health Administration (OSHA) to finalize a proposed rule mandating heat protections in both indoor and outdoor workplaces. Such measures could significantly reduce heat-related injuries, illnesses, and deaths, safeguarding vulnerable workers while highlighting the growing need for federal intervention in the face of escalating climate change-driven heatwaves.
- Kentucky: The Kentucky Citizen Foster Care Review Boards are inviting the public to participate in a series of virtual town hall meetings this month to discuss ways to improve outcomes for families and children in the state’s foster care system. Following the first meeting on August 1st, additional regional meetings are scheduled for August 6th, 13th, and 16th. Registration is required to attend. Feedback collected during these meetings will inform the Kentucky Citizen Foster Care Review Board’s annual recommendations to key decision-makers, including the Supreme Court, governor, and legislature.
For The Youth:
- USAID Payne International Development Fellowship Program (Deadline: August 15, 2024): Apply for the USAID Payne Fellowship Program, which offers graduate students the opportunity to pursue a career in international development and foreign service. The fellowship provides funding for graduate education, professional development, and mentorship, aiming to develop a diverse cadre of USAID Foreign Service Officers. The program includes summer internships in Washington, D.C., and at USAID missions abroad, providing hands-on experience in international development.
