- See You Soon at NYEC’s Youth Days in Washington, D.C., from November 5-7, 2025! NYEC is excited to welcome nearly 130 practitioners, community and organization leaders, and young people to bring a voice for opportunity youth to Congress. Attendees will meet with more than 65 legislative offices about the importance of federal funding for our programs and necessary policy changes. If you can’t attend this year, we’re excited to see you next time!
 
Legislative Branch:
- Government Shutdown Update: The federal government is on its 31st day of a shutdown as negotiations continue to stall over key issues such as the Affordable Care Act. The USDA has announced that Supplemental Nutrition Assistance Program (SNAP) benefits will not be issued on November 1, leaving 42 million recipients without food assistance. Healthcare premiums are rising just as open enrollment begins and many Americans will be left uncertain about their coverage options. While some discussions have started in the Senate to find a compromise, Congress as a whole remains far from reaching a deal to reopen the government. - Senate HELP Committee to Hold Hearing on Supporting Apprenticeships, Strengthening American Workforce: On Wednesday, November 5th at 10am EST, the Senate HELP Committee will hold a hearing on how to best support apprenticeships to strengthen America’s workforce and economy, titled “Registered Apprenticeship: Scaling the Workforce for the Future.” The full hearing can be watched here.
 
Executive Branch:
- DOL Releases Training and Employment Notice No. 02-25 on Government Shutdown: This advisory from the DOL’s Employment & Training Administration outlines how a temporary federal government shutdown would affect the administration and delivery of ETA-funded programs and services. It provides guidance to states, workforce agencies, grantees, and stakeholders on compliance, service continuity, and obligations during a lapse in appropriations. It also includes a Q&A addressing specific operational issues, such as funding, reporting, and allowable activities, during the suspension of federal operations.

- HHS Grant: Grants to Support New Investigators in Conducting Research Related to Preventing Interpersonal Violence Impacting Children and Youth: The Centers for Disease Control and Prevention (CDC), National Center for Injury Prevention and Control (NCIPC) Mentored Research Scientist Development Award (K01) helps researchers develop skills in violence prevention research. Applications are due December 1, 2025.
 
- HHS Grant: National Center on Head Start Early Learning, Health and Family Engagement: The Administration for Children and Families, Office of Head Start announces the availability of approximately $15,000,000 to be competitively awarded for the purpose of operating the Head Start National Center on Early Learning, Health, and Family Engagement. This NC will provide training and technical assistance that reflects current evidence, is research-informed, and promotes best practices. Applications are due December 15, 2025.
 
From the States:
- Ohio: The boys a Girls Club of Greater Cincinnati developed the Youth Workforce Development Center, a 10,000-square-foot facility that will offer career training, life skills development and mentorship.
 - Connecticut: The Hartford Opportunity Youth Collaborative obtained $1.2M for education and employment program with the goal of halving disconnected youths in the next five years. Part of the grant will be used to develop an intake and referral platform capable of serving the Hartford community.
 - Michigan: Michigan Central and Grand Valley State University are partnering to link academic learning with hands-on experience through Michigan Central’s network of startups and employers. This partnership aims to connect Detroiters to emerging careers and future industries through shared programming, on-site engagement, and new talent initiatives
